Although there is a need to attract the best and the brightest talent to the United States, the H-1B program is not the best way to do that, Chad Wolf, former acting Department of Homeland Security secretary, told Newsmax on Tuesday.

“As someone who administered that H-1B system, it is in bad need of reform,” Wolf, currently American First Policy Institute executive director, told “Wake Up America.” “It is a lottery system; it’s not based on merit; the pay is extremely low and so you have this concern by many, and I share this concern, that you are just bringing in foreign workers at a much lower [wage] and replacing American workers.”

He added that it should also not matter from which country the foreign worker arrives.
